Recommended Procedures for Displaying and Respecting the American Flag

As Americans, we take pride in showing our continuous support for our nation, and in honoring, celebrating, and commemorating an occasion by displaying the United States flag. Whether in times of sadness or joy, the flag’s colors symbolize our nation’s spirit and character. To bring honor to our country, show the proper respect, and follow the correct procedure, the federal government has set out a few guidelines for people to observe when using the American flag. I have compiled a list of answers to frequently requested information and several other important reminders encouraging Middle Tennesseans to follow while displaying the patriotic red, white and blue.

Please remember:

  • most importantly, show no disrespect to the flag.

  • display the flag from sunrise to sunset unless it is lighted at night.

  • do not display the flag in inclement weather unless you possess an all-weather flag.

  • place no other flag above the American flag. Also, when displaying the United States flag, place it to the right (the flag’s right; observer’s left) of all other flags that may be displayed.

  • when the flag is positioned on a pole or staff, the union (blue field) should be placed at the peak of the staff or pole.

  • when the flag is displayed horizontally or vertically, the union (blue field) should always be placed uppermost and to the right (the flag’s right; observer’s left).

  • when the flag is flown at half-staff, it should first be brought to the top of the staff or pole, then lowered to the half-staff position. When lowering the American flag from the half-staff position, remember to raise it first to the top before it is lowered for the day.

  • never display the flag with the union (blue field) down, unless it is signaling distress or extreme danger.

  • when using an image of the American flag as a pendant, the pen should be worn on the left lapel of a jacket or left side (near the heart) of the item of clothing.

  • never allow the flag to touch the ground, the floor, water, or anything beneath it.

  • the United States flag should always be cared for and never allowed to be used or stored in such a way that may cause it to become damaged, harmed, torn or dirty.

  • when the flag is no longer able to be displayed, it should be destroyed in a respectful way.

If you wish to acquire more detailed information on this subject, please contact one of my offices and request the CRS Report for Congress entitled, The United States Flag: Federal Law Relating to Display and Associated Questions. Thanks again for your time and attention on this matter.
